.:Physical Appearance:. Sebastian stands at a slightly above average height of 5'11", with a tan skin given to him from his mixed Caucasian and Hispanic heritage. His hair is groomed and slicked back so as to give him a look of professionalism. Sebastian's eyes are a dark brown, and his face is always kept clean shaven, a look he finds befitting of an alderman. Sebastian has no distinguishable scars, tattoos, or piercings that could help identify him. When it comes to his clothing, he is fond of dark-colored suits that he tends to reserve for his social galas or election rallies. When away from said social functions, he often dresses in a more 'business casual' type of fashion. He often wears blue jeans with a nice button-up and a tan coat.

As Brother Blood, the figurehead leader of the Blood Cult, Sebastian appears as a vastly different person. He covers his face with a demonic mask that shares many similarities with a skull. To go with this skeletal mask, he wears a dark costume to hide his body. Together, these articles give him the appearance of a demon or monster.

.:Personality:. Sebastian is a difficult person to read. He is, at his core, manipulative and selfish. He can so expertly feign sympathy for others that it isn't hard to believe that, deep down, he may feel sympathy for those affected by the Undertaking. He knows what it is like to have very little, and it genuinely seems to sadden him when he sees everything that has been caused by either the Undertaking or the rich. Sebastian genuinely blames the rich and affluent for what has happened to the city, and wants to see them pay for their perceived crimes.

Blood also has a distinct lust for power. He wants to be in control of everything he does, though he tries to rationalize this by saying it is the only way he can help. He has deluded himself, thinking that he is the only one capable of saving the city and that his way is the only way. He is dedicated to his goal and will let nothing stand in his way. For this reason, he views human lives as inconsequential when compared to the 'good' he will do.

• Charisma: Sebastian is charismatic and easily able to sway the masses, a fitting tool for a politician and a cultist.
• Connections/Resources: Sebastian is relatively well-off in terms of money, but has many connections with the city's charity groups and criminal underground, giving him a deadly advantage on both a social and physical level.
• Army of Loyal Followers: Blood is the figurehead leader of the Blood Cult, and as such has amassed a large following of people willing to die for him. They can be a potent weapon, as seen in the damage caused by Cyrus Gold.

• Physical Weakness: Sebastian isn't exactly a fighter like the vigilantes of Starling City or any of his criminal associates. In a straight-up fight, he would very likely lose.
• Secret Identity: Sebastian is heavily dependent on his role as a beloved alderman and must take extra care to make sure his identity as Brother Blood isn't revealed to the city, lest he lose his standing with the public. This can cause him to be overly cautious and rely on other members of his cult.
• Emotionality: Blood has a tendency to let his emotions fuel his actions, causing him to do somewhat short-sighted things of make 'spur of the moment' decisions, something he admits to and tries to work around.

.:History:. Little is truly known about the man named Sebastian Blood. According to himself, Sebastian was born to a middle class family in Starling City, though his home life was far from happy. His father was a mean and abusive drunk, not afraid to take his anger out on his family. One day, his father came home after losing his job and downing too much whiskey. He lashed out at his own family, breaking the arm of Sebastian's mother and knocking the barely-teenaged Sebastian aside. Sebastian's mother returned with a gun and killed his father. Sebastian was soon taken to an orphanage.

In truth, Sebastian murdered his own father. The only witness was his mother, who was so consumed by grief and fear that she couldn't tell anyone. Sebastian spun a story and covered his tracks, getting his own mother sent off to an insane asylum and himself shipped off to a local orphanage where he would spend his teenage years. It was there at that orphanage that Sebastian would take the name of Blood and meet a young preacher by the name of Cyrus Gold.

Blood and Gold remained friends for much of Sebastian's time at the orphanage and after Blood left it and went off to college, double-majoring in Political Science and Psychology. When Blood returned, he found himself struggling to get a foothold in the political atmosphere of Starling City. It wasn't until he was contacted by Slade Wilson that he was able to get a role of importance. In the aftermath of the Undertaking, the event that left the Glades in ruins, Blood formed a partnership with the man. He used the Undertaking and a 'eat the rich' mentality to become an Alderman, while secretly forming a small cabal of followers.

Under the moniker of Brother Blood, he used Slade's blood to form a rare and long-lost serum, Mirakuru. He began using it on people, testing it in the hopes of making the perfect army to save the city. He eventually succeeded with Cyrus Gold, his long-time friend and now right-hand man. In the aftermath of a planned and successful assassination attempt on Starling City's mayor, Blood is on the way to being the City's next mayor. But his open distrust of the Queens and his criminal actions have put him at odds with Oliver Queen and the Vigilante.

The memories still stuck with Sebastian Blood. The fateful night when he killed his father, Sebastian Sangre. The details of it all were honestly quite blurry. Sebastian didn't remember his father being particularly abusive. But he did remember the silence that came about after the bullet entered the man's heart. The way that shot rang out through the air. The way his mother screamed and cried and lost her mind because of it all. The words the officers said to him as they carried him away to stay at an orphanage. Nobody ever knew the truth. He covered his tracks and even managed to shift the blame to his mother and painted his father as an abusive drunk.

One again, he painted a sad little picture for the mindless masses that were the voters of Starling City. This plea would be an excellent way to garner sympathy. Everyone loved someone they could pity or look to as an example of perseverance. They all ate it up, believing his story of being an orphan by coincidence and a cruel twist of fate. At this rate, he would most certainly win the coming election.

It was time for another rally. To address the people about what he would do concerning the apparent rise in drug usage. He knew this had something to do with all the people found dead in the streets of the Glades, with bleeding eyes. They failed him and the city by being too weak to accept the Miracle. So he had some of his followers dump them out with the city's trash. Whilst Blood gave his speech, he had some of his men out and about. Looking for new test subjects, as well as the one who got away from him thanks to that accursed Vigilante.

"Good people of Starling City, for too long you have suffered! Drugs run rampant, murders and assaults are rising at an astronomical rate, and the Vigilante still walks our streets! No one is safe anymore. So I am working with the police and City Hall to form a task-force of sorts. With specially picked officers, trained for the sole purpose of stopping these violent crimes! Starling City will be safe again, I promise you this." Blood waited, receiving the applause he had anticipated. His words were hollow. This 'task-force' would be comprised solely of people in on the Blood Cult's plans. They would help him by removing any evidence of the Cult's crimes and ensuring word never got out concerning their actions. Give the people an illusion of what they want, and they'll believe it. And then Blood could move on to really saving this city.

He was the city's hero, not that Vigilante.
